The achievement counter is as designed.
The changes to specializations was to tweak the bonus population you received when placing one of the buildings in the city. A minor bug where the right amount of population was not shown was fixed in this update, and many Mayors with specialization buildings in their cities should have seen a small increase in their populations.
Thank you Amelie. Just bug fixing so I infer from your message that gambling entertainment and landmarks remain a combined 100% while parks worship education and transport provide 100% each? Your tutorials aren't updated yet so can't check elsewhere.
