The game language setting is based on the device language settings itself. To play in the language of your choice you will need to change your device's default language.

In this case there appears to be a problem. My device language is set for US English, and functions as such.
I should also note that the text prompts in the game are in English. The spoken portions appear to be in Mandarin Chinese.
Oh, do you mean the advisors @OSS542? They speak Simlish. It's the imaginary language of the Sims. No matter how hard we try they refuse to learn "human" 🙂
