How can I get the Smart Sim buildings in Simcity Buildit? Please Help!!!

I'm not sure I understand your question. If you mean luxury skyscrapers, you need to have specializations near your residential zones (like education, transportation, etc.) and then you'll start to see them appear.
- I have high school library and stadium in the heart of my city but the buildings around these structures seem to stay in Willig Heights, Sherman Plaza, and Middleton Towers iterations... Meaning they are NOT upgrading to the skyscrapers such as 1% and Onyxlux... I don't know why this is.
- You have to tear them down and rebuild them to get the tall skyscrapers as long as your in a designated high land value area.
