Simcity: Cant purchase Eiffel Tower but i meet all the requirements

I've been trying ti get the Eiffel tower for some time now, but it tells me I only have 9/10 paris homes....but i clearly can count 10 fully upgraded ones. whats going on? (yes i have department of culture)
