Sims city mobile app

I recently received a new phone and when I downloaded the app again, my game wasn't saved. It started me over. Is there a way I can continue where I left off? I did sync my Facebook account to the game.

Once you complete the tutorial you will get an option to log in with your Facebook account in the settings menu. Your city should then be downloaded/synced to the new device.

Did you switch from iOS to Android or vice versa?

You should be able to continue playing your previous city: http://help.ea.com/en/article/saving-game-and-making-social-connections-in-simcity-buildit/
