I am at 112/125 on this task. I just placed a gambling building near 6 untouched residential buildings and the number didn't change. Any ideas? I'm level 92 and been playing for 10 years.
These achievements only apply to the Capital City. Regions don't count.
Is the gambling building actually connected to the road? If it is connected, do you already have 100% coverage of gambling in the area?

You could try putting in an entertainment building to boost population
The gambling building was placed in a new area of sunny isles near the houses and did not previously have any gambling building near them. I even spent new keys on new buildings and tried them with no change.
The 112/125 is showing you the most coverage you have had to date - not what your current coverage is. Think of it as your "high score" rather than current score.
Did the gambling building move away from other homes to cover the 6 you mentioned? Perhaps build more homes to finish the task then destroy them again after you collect the reward?
