I know you and the others have tried some of these steps nearly a dozen times now, but sometimes it is the most basic steps that get overlooked. Here's a post you may or may not have seen yet (for both Apple and Android), regarding connection issues.

Same issue. Works on my iphone, but will not load my city on my ipad. Same wifi connection and everything.
Tried deleting and reinstalling on both ipad and iphone, the iphone will work, but still not the ipad. It gives me error code 60002.1001.999 when it tries loading my city.
I have seen this error code before after an update, but it has been a while.
Try going to App Permissions on your device, then to SimCity BuildIt, and grant storage permission.
See if that works.
