Same issue. Works on my iphone, but will not load my city on my ipad. Same wifi connection and everything.
Tried deleting and reinstalling on both ipad and iphone, the iphone will work, but still not the ipad. It gives me error code 60002.1001.999 when it tries loading my city.
I have seen this error code before after an update, but it has been a while.
Try going to App Permissions on your device, then to SimCity BuildIt, and grant storage permission.
See if that works.

Sadly, I've already looked at those settings and besides the fact that I didnt see one that specifically gave storage rights, everything looks to be "normal."
