I finally managed to fix my game. Disabling iCloud Private Relay fixed all game glitches! It's a shame SimCity is not compatible with one of the most recent iOS feature, and their QA need to step up their game really.
I tried the private relay thing early on and no help. However, I am connected to a different Wi-Fi for a few days so I will try again soon
It was 100% Private Relay in my case, as the minute I turned it back on all the glitches came back. Turned it off again - and the game is working fine now.
