Hi ı want create my city again my level 32 but ı don’t want start first level how ı can do this can you help me please

Anything that can be stored, store it. This gives you some space to rearrange things. If you can, demolish buildings and start over as already suggested. Try looking at other cities for inspiration before doing anything.
Demolish or store buildings when possible and start over. Roads can be demolished and rebuilt.
