The smoggy city does not work or i dont know what i am doing wrong.
I have many residental zones and many oil and coal plants.....but he keep saying that i have not enough
When i buy one more plant the total does not change.....please advise

I have exactly this issue. I tried to achieve it for a long time while growing my city, but the counter remains the same. It is stock at 120/170

Do you know if it will help if I remove my other energy sources, so I only have coal and oil left in my main city?

I don't know if it works, but try to move your other plants to an area where they are not connected to any streets or other buildings.
I agree with Roco...this is a challenge that needed to be done very early in the development of your city. A simple cost / benefit analysis indicates you will never recover the investment and quite honestly will set you back several weeks if not months. Good luck in whatever you decide to do.

I moved all my non coal/oil plants to an isolated piece road, effectively cutting them off the grid. I then made sure I had enough coal plants to fulfill the achievement goal and - tadaaa. Finally I can tick that one off.

Smoggy cities answer. (Works in real life too). Upgrade to the green factories. The only way! The more coal and unclean factories you have the dirtier your city will be. Everyone you upgrade to eco friendly will reduce Smog and make citizens unhappy. Upgrade all smog producing factories and energy plants.
