Specialisation buildings' coverage problem & Population fluctuations

Hello people,

Lately I have noticed that some of my residential buildings covered by specialisations do not get population growth (the blue bar indicates population boost does not grow), is there a limit in terms of the number of residents that can be affected by a single specialisation building? Because that is the only reason that I can think of other than a BUG.
I have also noticed that the population of my city vairies up and down when there is no changes in my layout or specialisation buildings, my current population is in the 900,000s, and it can grow or decline by up to approximately 20,000 from what I've observed.

I sent an e-mail regarding my problems to support but the reply was a bunch carp totally unrelated to my questions, so I hope you guys could help me out.

Here is a screen shot of my city, and you can see the buildings on the two bottom corners do not have blue bars (population boost).

    This is the reply I got from support in case anyone wants to read it. The questions I sent were exactly the same as the ones posted above, still couldn't believe this guy just came up with a bunch BS to brush me off.

    Hey Mayor, thanks for letting us know about your service area problems.

    If you're seeing warnings (and getting complaints from your citizens), first check your service coverage to see if demand is outstripping capacity. The residential zone complaining might not be within any of the existing buildings' protection areas, or might have tipped the demand/capacity scales into the red.

    Service buildings must also sit on a road, as the road network provides the routes for the services to travel under, or for emergency services to speed along. If your road network is not fully connected, your residential buildings will be unable to access your services! Make sure you haven't accidentally cut your citizens off from the rest of the city by tracing your roads and making sure there are no loops or unexpected dead-ends.

    We are aware that there are some of our Mayors having problems with their area service areas, and can understand how frustrating it is. However, these next two suggestions are definitely workarounds for the situation and will help until we release our next bugfix update.

    If there is a service building you think is misbehaving, temporarily move it to remind it of its purpose! Long-press the service building until the screen goes pale, move it far away and use the green checkmark to place it elsewhere. Your residential buildings will turn red again. Next, long-tap the same service building again to reselect it, and move it back where it was before. This should provide coverage for you again.

    This can also be an effective workaround if a residential building is incorrectly complaining of not receiving services. Temporarily move the residential building and place it elsewhere in your city. Then move it back again and your citizens should be happy again!

    Max boosts are:

    100% for parks

    100% for Education

    100% for Transportation

    100% for Entertainment/Gambling/Landmarks

    I got this issue as well in the 2.5M city that I've built.

    First, Education boost was 450k. Then I destroyed 2 universities and places residences. I didn't like the results and I placed the universities back. IN THE SAME SPOT. Education boost dropped to 413k.

    Makes no sense. I could see some buildings getting half a bar, others no bar at all.

    I know right?! And the population changes everytime after I go to someone elses city through trade HQ then back to my city, while no change was made to my layout whatsoever.

    I've another bug that might be related with what you said which is when I go into the game again after I was already in, I lose pop.

    If I kill the game's process to re-started, my pop is back to normal -_-

    I suppose any changed to the city could mean that people move out?

    People don't move out in this game. They abandon buildings if you don't provide basic services.

    The University is only capable of boosting a maximum of 50 RZs at once, despite the fact that you can fit way more RZs in a 22x22 area.  The 50 RZs that get boosted are random and change every time you restart the game, move a RZ, upgrade a RZ, etc.  If you have RZs in different states of upgrades, the boost may switch from a large tower to a new house, and you'll see a drop in total population.  Boosts can also switch from RZs that only have 50% boost to RZs that already have 100% boost (if you have multiple Education boost buildings), making the extra 50% boost pointless.
