Why do you feel the need to? What level are you at? What is your population?
I made major revamps of my city twice to the point of destroying numerous Buildings and building and after settling on my current layout came out ahead in both my bank, and my population while greatly improving my game play going forward. The only thing that can't be moved are your roads but 2 lanes don't cost anything and if you find a good street plan you could come out ahead like I did.
You can see a screen shot of my city in my recent post for New Mayors. I would be glad to give my insights on worthwhile changes if you would post a shot of your city or have any questions but with a little patience I can't believe you can't save your city.

Not that it really matters WHY I want to do it, as I should have the option to start over at any point in time, but....
When I would build materials, I thought I was to click the button to immediately pick them up. It was until I ran out of the "Sim Cash" (or whatever) that I realized that was only to instantly pick them up instead of waiting for them to build. I've only played for like an hour, but I already blew through all of that. So I was just going to start over, so that at least I can play as it was intended to be played.If I can't, it's no big deal, as I'll just uninstall and move on.

If you didn't connect it to facebook or gamecenter, then just go into the app settings and clear the data. If you did then the only way is to create a new account to attach your game to. ☹️ Sucks I know. I do wish they would offer a way to restart the game. i would have done it myself early on.
You can make up the simcash loss, it would just take time. You really don't need simcash until you get to the higher levels and need to expand your commercial building slots. That's really the only thing simcash should be used for early on. Once you have all the commercial buildings and expanded slots to an acceptable level, then simcash can be used for other things.
You get so much simcash along the way though that makes whatever you had during your first hour of play insignificant. You can make that up in a couple days by watching the videos when they pop up. I've been saving mine the last 2 weeks and I'm already at 250. My goal is 1000 before I use any again.

I never meant to offend you I only was offering to help. If your reason for wanting to start over is only because you wasted a little Sim cash that is something we all have done and is easily overcome. I inadvertently trashed several items in the Global Market early on which not only did I not intend to but it cost me SimCash to boot. You will have enough opportunities to earn Sim Cash, watch ads, Mayors Gifts, complete Mayor challenges to overcome this easily.
As a new player there are much bigger concerns to get off to a good start than wasting a little SimCash again I suggest you check my screen shot on my post from a couple of days ago to see what I have accomplished playing for free with only awarded SimCash.
My final thoughts to you are these my offer to help still stands, I don't pretend to have all the answers but I may be able to help you avoid some mistakes I made. My other thought is that this game requires patience, things take time to accomplish, some tasks can be difficult seemingly impossible at times, features aren't thoroughly explained at times, if you are so quick to "uninstall and move on" it may not be the game for you.

I agree. Don't start over if it's the Sim Cash your worried about because that can be made up wuickly by achievements as you progress along in the game. Also you will see Sim Cash for sale for half price once in awhile also. That was the only time I spent real money on the game and it was only 2 dollars for 250 in Sim Cash which I used to increase storage in my commercial buildings and thats all I use Sim Cash for.
