It is not recommended to start a task that you cannot complete. You need to have at least 90000 population to unlock the Vu Tower in order to create disaster zones. (Your population is only 73511).
How many available tasks do you have left as the image you provided doesn’t show that? It’s in the top right corner. Please provide another image showing this.
