Stuck on level 17??

Question

So I've been stuck on level 17 for a few days now.. meaning I have no options to upgrade. I have 35 residences, 90000+ population, all the different available stores. I spent the last few days making/selling stuff and bought the transportation/education buildings and was planning on making more and upgrading all my factories and have enough put away for more utilities when I expand.

Just wondering why the option to upgrade my residences is no longer available. The town is at 100% happiness, if that makes a difference.

Sometimes it helps to have a big variety of items on hand before an upgrade becomes available, u can also check "likely to upgrade" another thing is u should always be able to build new residential zones as long as u have begun construction, meaning there actually is a "house" and not just a construction ground, u can have x a mouth of residential zones ready for uograde at the same time, but u always have at least 1 to upgrade, I'm confident ur issues will resolve it self.

Are all your residences at the highest level (the +1.8k pop upgrade)? Can you build new residences?

I was stuck around 100k. Finally gave in and added transportation and education, then demolished and rebuilt. Now I am upgrading the whole joint. I spread out too much too so I demolished a couple of blocks and consolidated my services. Only working now in the coverage area of one Deluxe fire station. When I bought that I bulldozed the little ones and got some money back. I lost population but did not care. I am rebuilding and upgrading 5 to 6 buildings at a time. Now am getting taller buildings!

It sounds like you made the mistake of not keeping Sims happy. At level 17 you should have all education buildings and transportation buildings made, you state in op you're just building the departments now? Also you need fire/health/police coverage for all residential. Lastly you should have parks covering 90%+ of your residential buildings.
