Adding neighbors should be as simple as visiting a city, tap on the Add New Neighbor Tab, (have a tab on the side like the options tab), and that will send a request to that person to have the option to add you as a neighbor. Then they could either accept or deny. If you are accepted... then they will appear in your neighbor list. SIMPLE... NO hoops to jump through to add a neighbor, because some people don't want to use Facebook or google+ to add random people for a game. This makes it IN GAME EASY.
That's the best idea I have heard yet, and it shouldn't be hard to implement, let's cross our fingers, x 🙂
