Yep, like special mode for revisioning your city, in which you can just put your buildings into limbo while you reconstruct the infrastructure.
It is especially important for us, who completely build up all the available space from border to border -- we cannot move things around at all, and need to demolish something in order to create just empty place for swapping buildings!
