I'd like to suggest a new thing: city events.
(I think it's new; I only made it halfway through the thread so who knows? Maybe it's been suggested).
You'd need to construct venues in an open area (ie- west of the airport). Venues would vary: indoor, outdoor, etc.
Once you had at least one venue completed, you could select small, medium, or large events that would be appropriate in that venue. For example, an outdoor, open area could host a parade (small), a festival like a Mardi Gras / Carnivale event (medium), or a World Cup event (large).
Events can succeed or fail. Venues can be quality rated. The better the venue, the more likely the event will succeed. Better venues might include things like additional security, waste management, etc. There should be an aesthetic component, since players like to use some personal discretion and creativity. There should also be some random factor, positive or negative, that the player has to cope with.
Successful events earn platinum keys, or platinum key parts.
I think it could be fun, and engaging.

two suggested improvements:
1. Remove the public gthq since people generally do not understand it's purpose and only complain about because they have the wrong expectation. Allow private trades only.
2. Give some sort of reward for completing all the tasks in the mayors challenge. Completing 40 tasks and receiving nothing in 51st place is insulting to all the effort invested.
