Its a free game, they need you to spend real money so they want you to buy cash to get the items to expand your city. I agree with you though, takes way too long and the items that do pop up aren't balanced very well. I have 15 Dozer exhaust,12 Dozer wheels but only 4 Dozer blades , I've been waiting days to get another one but keep getting the other two.
My improvements, be able to sell omega items, we don't get much storage space and it fills up quickly usually of stuff you don't need. Also want to be able to favourite any cities I visit from the Trade HQ so I can return there if I know they often sell a certain material that I need.
Had you asked me a month ago I would've agreed with you on the "imbalanced" rarity of expansion items, but just in the past 2 weeks I've gone from having a shortage of security cameras to having a shortage of storage bars to expand my storage, so it's a supply and demand as well. I had about 2x what I needed for two of them, but hardly any cameras. And last time I upgraded I had 2x cameras and locks, while waiting for the bars. I do buy a lot of these kinds of items from the GTHQ, which is where I get most of my expansion items.
Selling Omega items can be done from popups every now and then from omega related non-residential buildings, it's rare and much like the other regular coin popups the prize varies.

Maybe they need money to support the game? Nothing is free, they say you CAN play for free but there's no guarantee on anything except blowing cash if you're not careful. I wish companies wouldn't advertise as play for free and say play for free with limitations. It's just a psychological gig to get people in the game, hope they continue to want to play, then they hopefully will spend at least a little money, Voila! Goal accomplished. The main issue with in app game types is the leverage psychological methods to heavily entice players in undermining ways to want to spend money. I have a monthly gaming allowance. I can choose to save each month til I can buy a game I will own completely or for in app purchases but the allowance for in app purchases can be no greater than $10 USA a month. Games I will own as long as they are playable via PC , Xbox etc..I can buy more often because I get my money out of them several times over. I have read in hear that some have spent $1,000s. I guess if you've been playing a few years or spent like wild it's easy to get there. Frankly, in app purchases are geared towards short term high spending players because once you buy everything and it's just grind and add new stuff then what's the point? If your game is lost, so is that money. You can start a new game but purchases would be lost, unless they refund. Doubtful. However, I have reported game developers to the Better Business Bureau and been reimbursed in another game. If you lose a game you totally own, you can start over and over and over..no extra cash needed. At the end of the day..it's an app on a tablet. Expecting high performance is not the same for high end gamers who invest in nice machines designed for gaming, often dual monitors so game developers do it right because they walk away in droves and have been known to sink companies. Enjoy the game. If you spend any..make it nothing you're going to fall to your knees over. It's ok for a little mobile fun and if you can go without every trinket in the box, it can be played for free. The only thing really worth spending on is slots. Earn as much as possible from the mayor. Only purchase cash offered as a specials like discounts and you will be just fine! Don't spend it on the Gnome statue, lol.
