When a residential building is destroyed by Vu tower, whether it is upgradable or completed you should have the option of changing the building's design.
For instance when you hit the refresh button to change the items required to upgrade or rebuild the building and the app asks "Not happy with the currently required building materials? Ask the architect to draw up some new plans"
If you accept, then the building being rebuilt should be built differently. A different design based on that buildings current surroundings.
Say you have a building that was fully upgraded in level 5 or 6 and since then you have schools and parks and transportation added around it that wasn't there when it was finished.
When It gets hit by Vu tower you should be able to get the new plans based on the new services around it now when you rebuild it. However that would also go both ways, if you get new plans after removing services the building would get a design that reflects it.

IMHO the following in game effects would boost user experience:
- Seasons: periodic graphic effect (snow, spring blossoms, falling leaves, bare trees, etc)
- Weather effects (rain, wind, clouds, fog, t-storms, etc.) tipical to the current season
- A task helper or to do list utlity to help organize my in game priorities with timings and timed notifications.
