How to improve this game - east:
1. Make the cost of things proportionate to the amount of income being earned through taxes etc
2. Get rid of the need to collect additional, rarely offered, items needed for expansion and make REAL expansion population based.
That's absolutely the best suggestion I believe I've heard. Smarty pants! :-)
