Misunderstood question and answered with impertinent information to the question.  Realized that and deleted the original context of this message....  

I'm not sure why you wouldn't get the Quests.  They come up when they come up or maybe there's something you need to accomplish first and haven't accomplished it yet and it not actually be tied to a level and population.  It would be a matter of figuring out what you need to do.

    Yeah I thought so too but I have done everything that my girlfriend has done and more, still no task sheets.. I'm higher level and double the population than her and have done all the tasks she has, (and more)
