Tax Collection

I am quite certain I have either left out or forgot to add in the cost of something in my city over the last 33 months of play but I know for certain that the above number is 99% accurate. I have been using a spreadsheet to track everything that is happening in my city on a daily basis.
So this brings me to the point of all this:
My friend has a city at level 29, his population is at 329,268
My cities population at level 53 is at 1,546,175
My cities population is 4.69579 times that of his population.
My friends daily tax collection $ 16,126
My daily tax collection (is only 1.50198 times his) $ 24,221
Maybe my daily tax collection should be 4.69579 x 24,221 = $113,737
Should it not stand to reason that my tax collection should be 4.69579 times that of his? Or am I missing something about how the real world collects taxes. Certainly our real world governing officers do not lower our taxes just because there are more people to tax.
Do not assume that our cities happiness levels are different, both of us have 100% happiness all the time. If you tap on the city hall, 100% happiness leads to a 20% tax rate. My question is 20% of what?
So my last point is: having the magnitude of expenditures stated above would that further lend itself to the fact that a mayor would need this extra income in order to develop, grow and keep the citizens happy?
EA is cheating us all the way to the bank.
