The One Percent Tower SimCity BuildIt

I've got almost thirty skyscrapers, but not one of them happens to be The One Percent tower. Are there special requirements to build that specific tower?

No, there are no special requirements its just the luck of the draw, by the time you pop 100 you should have a few of them. Cheers 🙂
