War items in city storage can't be used

Frustrated!  I have war items in city storage, but I can't use them to launch attacks!  

Example:  I have 2 propellers in city storage.  When I go to launch an attack with them, it says I have 0/2 available.  Why?

Also, when I repair buildings that were attacked, the rewards go into my city storage and can't be used for attacks.  The only war items I can use are those I get from the war depot.  However, when I sell war items to other club members they can use them to attack.

Anybody know the reason why this is?
