There is a good chance, that all the members of the opponent team you have talked about are from a higher ranked club. They have left their main club and played a meaningless war with their second or third club to fill up their arsenal of items and war cash without losing ranking points with their main club.
I can see this "Club hopping" after every second war. As soon as the war is over the members of the opponent teams leave their club and join another one. In the cool down phase of the war the list of the opponent players stays the same but you can easily visit the statistics of each player and check the name of the club to wich he has moved in the meantime. Not seldom (some hours after the war has ended) only a feeder city as the club president is the only member that have stayed to keep the club open.
Especially when you playing against a team that seems to have an unusual amount of boosts you will recognize these "Club hopping" to lower ranked clubs. And when you are playing a war, which seems to be much to easy (compared to the war ranks of the opponent players), there is a good chance you see a hopping to a higher ranked club.
And now my personal opinion about that:
Is it legit with the current rules? Yes
Is it sneaky? Yes
Should it be stopped by EA? Yes
Could it be the real reason for many (not all) complaints about cheating? Yes
Could it be the root cause of many complaints about bubble wars? Also a big YES.

I agree there are hopping teams. That is not on my list of fair ways to play either.
I was just talking about a team so badly whooped and out of everything that there is no known way to come back from, simply giving it up and playing to lose. It is a system that has pulled us back from the edge of a precipice! Do I want to play that way? No! Does my team like to lose? No! Have we been pushed so far by tiny teams who play to stay shielded several times in a row? Yes! When this happens, and we have no other recourse, we will play to lose. It is no more unfair than being forced to watch the paint dry at tiny shielded teams.
