@coldstoney If you are referring to something like the newly released Legendary Holiday Tree for example, when it's effect is activated it gives your city the appearance of being covered in snow.
That's a city wide effect.
There are other buildings around that have less dramatic effects, they do something specific like they disappear in daylight but reappear at night time.
