I just had to renovate a building I had moved temporarily. I spent the resources to renovate it, but I'm not sure why it was required. The building is still doesn't have coverage from a fire department, but it hasn't required any further renovation. Guess it's a one-time thing. After your experience, I won't be redesigning my cities.
