From popping speech bubbles, watching videos, or trolling the Global Trade Headquarters. I have 2 cities, both have around 35 of each by piece.
Damn, then you're lucky because I do that all day to get 1 or 2 VU items..
Sometimes you see them advertised, but most of the time you just get lucky from hopping from store to store.
