It might not be cheating. It could be someone who can afford to spend a lot of real money to buy Simoleons and Simcash. If you an unlimited supply of those, you can rocket to the top. 

Not sure how that works. You can only do the challenges given. Not matter how hard I try, do every daily and weekly challenge and all bonus challenges I never get in the top 6 by a long shot.

Agreed, it would not surprise us in the least that spending real dollars would give a player additional tasks as well......
