Why do season passes reward so many golden tickets?

Cany anyone answer this? I have over 1000 gold tickets and with the limit of just 15 a week in CoM, I am never going to use them all. Why does the season pass give so many golden tickets as a reward?...

I can’t complain on this one, I generally use my 15+ tickets in CoM every week, and maintain a surplus of 20 to 30.  I’d imagine those tickets are welcomed by some of us, and useless to others.
