Why is House of Spades casino an event track reward?

I am curious - why is the House of Spades casino an event track reward? Why would anyone go through all the work to earn it, when they can get one ingame for 20 platinum keys? I have 8 of those buildings in storage and have zero desire for more. They are very generic and boring.
