Wi-Fi problems

I play the game and I have lose the ability to go to market, to pull up the war screen, to go into settings. It says I have connective issues. I played the game on a second iPad, I have two Cities. I don’t have this problem on my second iPad in my other city. This tells me it’s your problem not the Wi-Fi. I have to go into my Apple settings and reset the network. The game works fine for about 15 minutes and then it starts up again
