The game glitched I guess.

Even after providing adequate services to the Sims, the demand is lesser than the capacity but they still ask for connections and stay unhappy, I invested a lot and built surplus buildings for this, but still the issue stays this way. Result, the population and taxes fall, we don't earn money to do anything in the game.

I hope someone from the technical team pays attention and resolves this ASAP.
