why is it that when i go to the world exchange i cant buy anything cause u have to get to it in like 2 seconds
It's one of the downsides of the game. Pretty much anyone and everyone in the world who plays the game can see the same items for sale in the Global Trade Centre that you can so if someone with faster broadband than you wants the same thing as you, you get beaten to the punch.
This can understandably get annoying for people who it happens to on a regular basis.

South Koreans have internet speeds of 100MBs to 1GB - up to 20 times faster than your already monstrously fast internet speed - so I see your point about how fast your internet is and how you're still getting beaten but presuming there isn't a glitch with the Trade HQ, which there may be, I'm not ruling it out, there is a feasible explanation of why you are finding nothing there when you try to buy something.
There have already been posts requesting South Koreans get their own servers independent of all the other players to try and make the market a bit more equal for all the other nations but has unfortunately been declared unlikely to happen.
It goes without saying that the Global Trade Centre is the weakest link in an otherwise great game.
