Demand for water unusually high.

So I had to increase my water demand. I had to build seven fresh water pumps. Eventually, I started tearing down abandoned and regional buildings. Well, if I have fewer buildings than I had before and much higher capacity than before, then the problem should be fixed right? No, my demand is still twice as much as my capacity, even though my city is operating with fewer building than it had when I had full coverage and seven less fresh water pumps. This must be a glitch. How can I fix it?
