It’s appalling how members are being labeled as cheaters, with seemingly no attempt at getting to the root. But it sounds like you are at least asking the right questions. After a bunch of back and forth about them telling me to start over after installing the game from a legitimate source (Apple’s App Store is arguably the most legitimate source there is), I sent them this:
“I think we need to approach this conversation differently. There’s a different set of questions that needs to be asked.
1) If all evidence points toward a city having been involved in the exploiting of game mechanics, then what could cause this evidence to present itself in the case that it didn’t actually happen?
2) Is it possible for a city to be exploited unknowingly, by no action and/or knowledge of the user? If so, how can a user prevent this and protect themselves from a ban that they do not deserve?
You guys need to understand something very important here: I am not guilty of that which you accuse me. While I understand you have no interest in fixing my city, you need to understand that the BIGGER issue than my singular city is the fact multiple cities are being wrongly accused of hacking/cheating/exploiting and there needs to a team focused on figuring out why.
Stop trying to convince me that I cheated, and start trying to convince the right people that there is an issue causing innocent people (such as myself) to be mistakenly labeled as cheaters. This needs to be considered a big deal. And let me put this into perspective for you. I told you that I’ve spent nearly $2,000 on this game. This is in USD. Assuming by your name that you are in, from, or otherwise around India, this $2,000 that I mention values around 150,000 in the Indian Rupee. That is a lot of money spent with EA to be wrongly accused of cheating, and believe me, I’m considering taking legal action.
It would be well within EA’s best interests to find out what’s going on internally and fix this before EA has multiple law suits to deal with.”
Interestingly enough, while they never acknowledged the issue, a couple weeks later my city silently fixed itself. They’ve never acknowledged it, but out of nowhere my city is in the right server again and I don’t know how or why.
I have the same issue and I have it TWICE a week.
After the first time they release me, somebody ( no clue why ) accused me again.
I have post all my stats, that I really suffer with the simoleons , but the converstation is really very poor.
I am also thinking about the law suilt as I pay real money to the EA and they cannot act like this.
This is technically impossible being on the 12th. 12 proven as innocent and after 4 days later again cheater with the same account, same city and same devices.
They ALL have out city stats. This is very easy who is on the level 99 or even 101, or 0. having and lot of premium stuff, being in COM for level 10 and having in total 9mil people in multiple city.
To find the real cheater is really easy so why they are accusing innocent and even not do any reward, when they proof you innocent.
The game is awesome, but this really sucks and need to be solved.

Same issue for me. I received the same answer.
This has not happened to me, yet. One of our best players got reinstated last week to be banned again this week. I sent my message to Support in hopes to aid my friend. I am really beginning to hate this game after enjoying it for over six years. EA game developers can't * off enough players with their stupid updates, they need to have help from the "Hackers Detection Team" and ban as many honest players as they can.
I guess hackers are too smart to be detected, so they ban honest players to show they are doing some work.
