Bought it , it just gives you more view around your cities but you aren’t allowed more room to build additional houses wtf, another’s rip off from ea

Do you mean the Land Expansion Deed? It allows you to open one more existing section of your city without needing the usual expansion items.
If you're already fully expanded, it won't add any new areas.
