[Bug report] Industrial tech level in the region and specialisation gameplay

another region that i can't play as intended. Here's what i had in mind : I have 2 cities. Each one is going to get 1 specialisation. The first one will be Education, and the other one, processor...

I just made a test run myself. And somehow the workers from my 150k educated city do not want to go to my industrial city. I have regional busses and trains and stuff. But still. Region view shows no activity of traveling workers. Whats the point of region play it is not working at all?

Yeah it's game breaking for me right now

I can't get an official answer for the tech level on twitter, they just ignore that question, I used to have lots of answers for the team before the game was released....
