[BUG] Trade Depot Won't Export

Same issue still!
Key information:
-Export has been selected and left for many game days, does nothing.
-Import has been selected and left for many game days, does nothing.
-Use locally has been selected left for many game days and appears to do nothing.
-The Freight portion of the Trade depot appears to function as normal.
-Multiple Trade depots have this problem regardless of destroying and re-building.
-Traffic or location of the Trade depots have no affect. I suppose it could be highway traffic outside the city that is not visible..?
-Trade depot is staffed and it appears the staff is of the right income bracket.
-Trade depot becomes full on Plastic 20/20, Metal 20/20, and Alloy 20/20 (the three I have tried)
-Recycling center functions properly and outputs to the Trade depot until it becomes full
-In the trade city specialization it shows $0 of trades being made.
-I have attempted to export by both air and rail and the depots still do nothing.
-Everything worked previously
