It's still broken... I had to bulldoze my trade depot garages and re-build them several hundred times for my great work to complete. Just don't bother playing until next patch because even the tourist cities are broken so I wouldn't even bother buying the amusement park DLC yet. Otherwise your city will eventually get bogged down with a ridiculously high number of tourists and your frame rate will diminish to 1 frame per second which is just not worth it.
You can still build basic cities I guess without great works or any kind of specialization until the patches get rolled out to fix these issues.
I'm having the same problem. Very frustrating.
