Can my computer run run Simcity?

Well, I keep on wondering if Simcity can run on my laptop. I don't really care about the graphics settings or fps, until the fps is below 15. Here are my specs:

Toshiba Satellite C655D

Processor: AMD E-350 Processor 1.60 GHz

Installed RAM: 3.00GB (2.60 GB Usable)

64 Bit Windows 7 Home Premium

Graphics Card: AMD Radeon HD 6310 Graphics

HDD: 285 GB

    It won't be pretty, but you should be able to eke out a playable framerate. You may need to turn the graphics settings down pretty low.

    Thanks! Now I will probably get the game without hesitating about wasting money on a game that doesn't run :D

    That video card is a terrible piece of trash that is miles below the minimum.

    Most of the Intel IGPs currently available outperform it by a wide margin, without being nearly good enough for the game.  Without knowing the actual Turbo speed of that APU, there's no way to even know if that much would be satisfactory.

    The only reason I can think of for the bog-slow CPU speed is that it's in a laptop, so there's no possible GPU upgrade.

    @DubstepStairs

    You have not returned to your thread since you got bad information about that poor graphics chip you have that cannot run the game properly.  You will not be happy with what you see after trying any game with this level of graphics requirement.

    So... It won't work at ALL? Even on the lowest settings possible?

    If you are certain that your system has nothing better aboard, you need to select a lower demand game -- the elderly Simcity 4, perhaps.

    According to that one, it's got between 15 and 20% of the performance it should have.

    The next one doesn't bother including any Radeons lower down than the HD 6450, but it's pretty bad

    GPU Boss doesn't have any PC-86 WinTel versions of the HD 2600 XT in its database, and i am sure the Mac version was seriously detuned.
