Can't contact Live Support about my SimCity 4 disk not installing?

How do I contact live support to try and get a digital version for my physical SimCity 4 Deluxe Edition? 

I've tried to download it on my computer, but either the Disk Drive won't run the game, or I'm missing a disk. I've seen some people say that EA will fix this by providing a digital copy upon proof that you own the physical version, but I can't find the live chat anywhere. I'm always "reccomended" to come here.

Is Live Chat only open for certain hours?

    @CatsProbably  should be able to open a ticket under EA help and ask for a live chat there too.
    1. Click on Contact.
    2. Choose the game or product that you need help with.
    3. Choose the platform you are playing on.
    4. Choose the topic you need help on.
    5. Choose your problem.
    6. Click on Choose contact option.
