"Cant find work" Megatowers
I notice that some mega towers that the sims are having difficulty finding work I have excess 300 jobs and no one is unemployed but it keeps saying cant find work. Anyone experiencing this?

I have (in the same tower) "Cant find work" and "Overworked" makes no sense, I have a city of 300k people, and 6k jobs for the $ level and they are leaving because they are overworked, then the level above can't find work. I have great mass transit, etc. Can't figure this out except it's not coded properly.
