Can't get Sim City 4 to run on Windows 11 computer.

I am trying to play Sim City 4 on Windows 11 through the EA play app.  It will get to the title screen, and then crash.  I've tried all the usual remedies... re-installing, running as an administrator, forcing it to run in Windows XP mode, etc.  Nothing seems to work.  Is there any help that someone can give me.  This is one of my favorite games of all time.
