I cannot guarantee that Simcity 4 will run on Windows 10, but it is worth a shot.. 🙂
I am trying to contact EA to give a permanent fix for this issue (and several others) can you people help me with that?

Simcity 4 is not compatible with Windows 10 so I cannot guarantee that you will be able to run the game on that platform.
If you have other issues you will have to be specific and I will see what I can do for you.
