City is not processing. Rollback or abandon. Rollback fails.

Let's remember they already got your money, so if you quit playing you aren't sending much of a message.

I just had this happen to me when my luck was great, city is not processing error and now after doing the rollback an hazmat fire starts on my biggest industrial building with no hazmat trucks or money to buy one.  I learn pretty quick though, so after reading this topic I'm not attempting to progress anything else until this is fixed.
