City is not processing. Rollback or abandon. Rollback fails.

Put in a case to get my issue resolved, reported 2 pages back in this thread.. also tried calling the number given by help rep after talking to them in chat. The lines are so tied up it's been over 30 minutes wait and I only have a 45 minute window to call them during their support hours. They're terribly short support staff. They insist there is no other means of escalation.
