City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

I just had this happen to my city.  No matter what I do it kicks me out after 10-15 minutes. Even visiting other towns in my region It will still kick me out. But everyone else in the region can play.
