City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

I have suffered this for the first time this morning.

I paid 100 bucks for an IT team to be able to do their job properly and store a known good image from last log in until log out.

To suggest I am disappointed would be a **bleep**ing understatement.

I am also unable to abandon the city or the region now.
